Utopia is a small suburb in the metro area of the city of California. The population consists of ten thousand residents. The city is located in the border line of Mexico and the United States. The residents are very concern of the crimes been committed in their neighborhoods. The residents have asked for the government to do something to stop crime in their neighborhoods. They have many wealthy residents in the neighborhoods and that are willing to sell their homes if the government does not do something to reduce crime. Those wealthy residents are the reason for many of the donations given to the community and for keeping the neighborhoods safe. Even though California is known for the great amount of crimes committed, this particular area is a very nice community and their major problem are auto burglaries.
Throughout the years Utopia has had a very high crime rate for auto burglary. The residents of Utopia did not want to put up with the issue any longer, so they implement a neighborhood watch program. This program consists of the Utopia County Police Department and it is a voluntary community safety program for neighbors who care about each other. The program requires a minimal investment of time and effort. The program is focus to help reduce crime by recruiting and encouraging people to watch or prevent, and report incidents or suspicious activity within the neighborhood. The program also helps people to learn about crime, hazards, community issues, and how to response in times of emergency (T.P., 2007).
Mr. Samuel Ramos, the mayor of Utopia has contracted a specialized team of criminologist (STC) to determine if the watch program is working effectively, when trying to reduce the crime rates of auto burglaries.
